Farangis Rafat
Farangis Rafat is a Technical Coordinator Member at CAPS, where she plays a vital role in advancing the organization’s work through data-driven analysis, research, and policy support. Her contributions focus on strengthening institutional capacity, enhancing policy development processes, and ensuring effective coordination in emergency response and monitoring efforts.
She holds a Bachelor’s degree in Public Policy and Administration from Kabul University, Afghanistan, and a Master of Business Administration from the University of the People, California, USA. Professionally, Farangis serves as a National Data Analyst, where she specializes in data analysis and management, monitoring and evaluation (M&E), and policy design. Her expertise also extends to training and capacity building, as well as research and documentation in public administration and institutional reform.
Farangis has published two notable research works: “Administration Reform from King Amanullah Khan to President Ashraf Ghani” and “The Effect of Tools and Work Environment on Organizational Activities,” a case study involving the Ministry of Higher Education and the Independent Administrative Reform and Civil Service Commission. Her academic and professional pursuits reflect a strong commitment to reform, innovation, and evidence-based policymaking.
She has also actively participated in several international Model United Nations conferences, representing key UN agencies. These include serving as a delegate of UNFPA at the Kabul Model United Nations (December 2020), ILO at the Asia World Model United Nations (March 2021), and UNICEF at the Global Goals Model United Nations (April 2021), where she received a Special Commendation Award. In May 2021, she represented UNESCO at the Asia Youth Model United Nations.
With a solid foundation in public policy, international exposure, and practical experience in data systems and governance, Farangis Rafat brings a multidimensional perspective to CAPS’s mission and initiatives.
