Frozan Akbaryaar

Frozan Akbaryaar serves as the Responsible for Research and Public Project Design at CAPS, where she leads the development and coordination of research initiatives and public-oriented programs. Her work focuses on integrating human rights perspectives into policy frameworks and promoting evidence-based approaches in project planning and execution. She holds a Master’s degree from the School of Government and Public Policy at O. P. Jindal Global University in India. Frozan has an extensive academic background, having served as a political science lecturer at various private universities in Afghanistan and previously as a teaching assistant at the School of Administration and Public Policy at Kabul University. In parallel, she worked as a senior researcher at the Afghanistan Independent Human Rights Commission (AIHRC), where she contributed to key national reports and investigations. Beyond academia, Frozan has long been recognized as a committed human rights defender and activist, using both traditional and social media platforms to advocate for justice and democratic values. Her professional journey includes working with several NGOs focused on human rights and social equity. She has authored and published numerous research articles in respected national and international journals, reflecting her deep engagement with public policy and governance. Frozan currently serves as a research assistant in the Programme for Studies on Human Rights in Context at the Faculty of Law and Criminology at Ghent University, Belgium. In 2023–2024, she was awarded a prestigious research grant from the University of Central Asia, further affirming her academic and professional contributions to the fields of human rights and public policy. With a strong foundation in research, teaching, and advocacy, Frozan Akbaryaar brings both intellectual depth and field-based experience to her role at CAPS, helping drive forward its mission for inclusive, rights-based public policy.
