Abdul Shukoor Saboori

As a founding member and Head of Policy at CAPS, Mr. Saboori plays a key role in shaping the organization’s strategic direction and public policy engagement. With a strong background in public administration, he brings a wealth of experience in financial management, inter-agency coordination, and institutional development. He holds a Bachelor’s degree in Public Administration from Germany and is currently pursuing a Master’s degree in the same field. In his official capacity, he serves as the Finance and Budget Officer and also coordinates the affairs of several key departments, including the Directorate for Community Integration, Higher and General Education Institutions (universities and schools), and the Directorate of Kindergartens. Additionally, he acts as a liaison for the Education Commission and the Commission for Migration Affairs. His work is defined by a commitment to effective governance, policy coherence, and collaborative institutional reform.
